Not sure how I missed this pre patch, but as of 3.2:

Mana Gems, Flame Caps, Health Stones cooldown linked has been changed. Mana Gems are now in their own category, while Health Stones and Flame Caps are in another. That means you can use Mana Gems at will and only have to decide between Health Stones and Flame Caps.

Now I just have to train myself to use them.

More info from the EJ mage info thread re: 3.2

Boss spell crit reduction for mages
Your crit chance versus bosses is reduced by X%. We're looking for that X.
It's something between 0% and 3% for mages. It's 2.1% for Death Knights, but proven to be less for mages.

Also of note, this comment on specs

Fire - Frostfire - Frost - Arcane - the choice isn't really becoming better. Frost got some little buffs and is maybe halfway there to competitive for raids outside gimmick fights. T9 gear and set bonuses emphasise on crit, which makes Arcane a little worse with every new item due to crit scaling. It also boosts Frostfre to be competitive with Fire.

I was curious how the frost's faster dps rotation in 3.2 was going to affect it's DPS.  I'm quite surprised it's considered above arcane now. 

I also call shenanigans on Blizzard's "late to the party" mana gem change.  Blizzard made the 2 piece bonus for T7 so good that players were struggling whether to have to use other options that would use a mana gem CD.  This is simply a day (or a patch) late and a dollar short.  This is long overdue, and players have been trying to get Blizzard to make the change to the mana gem for a while, which makes complete sense.  Now that everyone has (or will with 3.2 here) moved on, Blizzard makes this change.  /shakesfist.

The T7.5 mana gem + icy veins + flame cap + BL + potion of wild magic + trinket would be intense.  I can see using that set possibly in a speed kill situation.
